Description
### Describe the documentation issue
The [release page](https://github.com/microsoft/onnxruntime/releases/tag/v1.17.3) holds many more files than builds are listed in the [docs](https://onnxruntime.ai/docs/get-started/with-cpp.html#builds). Ideally there would be a 1 to 1 mapping on which EPs are supported. Also If my understanding is right all build support OpenVino as a dynamic load ? Where is this documented ?
