Description

#452 asked for this and was closed in May 2024 with
> "We have been thinking about it but not found the time to get serious."

Now two years have passed so I am curious if this is still kind of planned or not at all, especially now as we have mature EPs on web with WebGPU and WebNN,

This is kind of related to [my feature request](https://github.com/microsoft/onnxruntime/issues/32450) of loading dynamic libs on web.
