Research direction

Reproduce the issue by creating an Azure Cloud Service project in Visual Studio 16.8.0 Preview 4 and adding a TypeScript Role, using the listed NTVS version. Trace the project-creation path to determine why no Node.js project is added; done means the role creates the expected project in the solution.
