Reproduce the failure using the listed Windows 10, Visual Studio 2019, and empty Node.js application steps, then inspect the Visual Studio Export Template workflow for Node.js projects. Determine where the wizard fails or omits the project, and verify that a Node.js project can be exported and used as a template.
