Research direction
Start at Nodejs/Product/Nodejs/SharedProject/FileNode.cs around line 296 and reproduce the case-only rename in a Node.js or TypeScript console project. Compare the behavior with the stated C# case, then verify that renaming app.ts to APP.ts changes the project file as expected.
