REverting changes should be honored.
Actual Behavior
After reverting changes issues again reintroduced.

Steps to Reproduce
- Have project with following lines
<Folder Include="sass\" />
<Folder Include="sass\includes\" />
<Folder Include="tasks\" />
<Folder Include="..\assets\sass\" />
<Folder Include="..\assets\sass\includes\" />
- Lines was added automatically by VS ```
3. In the UI press `Undo changes`
4. Wait until solution reloads (painful)
5. Changes reappear again
