Description
As noted in a PR review (https://github.com/microsoft/mu_plus/pull/927#discussion_r3647689000), this issue tracks reviewing the flow for verifying a given volume is writable and handling it gracefully.
While that change itself is not expected to be that involved, there might be additional cleanup related to functions and error handling throughout the code that involves more analysis and changes.
