Description
Now that file syncing has been added, we prefer file changes to be made in the common file copy in mu_devops rather than in the copies in downstream repos.
This issue tracks the ability notify users (other than the notices currently in the copyright area) that they are modifying such a file and to direct them to mu_devops.
