Description
Is there a way to
- hide some actions from the Command Palette?
- control how the actions are ordered? I'm considering to show the mostly used at top.
Thank you very much!

Research direction
No files, tests, or entry points are named. Start by locating the Command Palette and action-registration code, then determine how actions are collected and ordered. Done would mean documented support for hiding selected actions and controlling their order.
