Reproduction Steps
This PR appears to break applications that rely on importing editor.main.css, for example, to inject Monaco Editor's styles into a Shadow DOM.

In v0.55.1, I could still import editor.main.css. However, starting with v0.56.0, neither of the following imports works:
import "monaco-editor/min/vs/editor/editor.main.css"
import "monaco-editor/editor/editor.main.css"
