Reproduction Steps
  1. Press F1 to open the quick action bar
  2. Hover on the border of the bar
Actual (Problematic) Behavior

The cursor shows as drag, but the quick action bar is actually not draggable.

Expected Behavior

Remove the cursor hint or make the quick action bar draggable like VSCode.
