[Bug] Tooltip does not appear in Find widget from v0.48.0 onwards

Is it removed on purpose ? Or something got broken ?

Reproduction Steps

1. Open up the Monaco playground
2. Open find by using shortcut Ctrl+F
3. Hover over the Collapse arrow

Actual (Problematic) Behavior

Tool tip is not visible in v0.48.0 and above

Expected Behavior

Tool tip should be visible

Start with the Monaco Editor Playground links for v0.47.0 and v0.48.0, open the Find widget with Ctrl+F, and inspect the Collapse arrow tooltip behavior. Compare the Find widget changes between those versions; done means the tooltip is visible again in current versions without regressing the widget.
