Reproduction Steps

In the attached demo

  1. Go to line 3
  2. Press enter
  3. The zone does not move from its place and remains at the same level

If you do the same, but on line 2, then the zone will shift as expected.
So, the problem is the only with the line that is immediately before the zone

Research direction

Open the linked Monaco Editor Playground demo and reproduce the difference between pressing Enter on line 3 and line 2. Trace the zone's positioning behavior from that reproduction; done means inserting a line break immediately before the zone moves it to the expected next position, matching insertion on line 2.
