[Feature Request] Reduce Code size, by not creating the __decorate helper function 148 times

Description

In the esm build, 148 files have the helper for the decorate function:

      if (typeof Reflect === "object" && typeof Reflect.decorate === "function") r = Reflect.decorate(decorators, target, key, desc);
      else for (var i = decorators.length - 1; i >= 0; i--) if (d = decorators[i]) r = (c < 3 ? d(r) : c > 3 ? d(target, key, r) : d(target, key)) || r;
      return c > 3 && r && Object.defineProperty(target, key, r), r;
  };

this could be extracted to an extra file (or maybe rely on tslib wich contains the helper?)

Start by inspecting the ESM build output and the configuration or generation path that creates the repeated __decorate helper. Compare extracting the helper with using tslib, as suggested in the issue. Done means the helper is no longer duplicated across the 148 files while the ESM build remains valid.
