[Feature Request] Expose tabFocusMode option so a default can be set

Description

Hello! I'd like to be able to instantiate an editor with the tabFocusMode option set to true. Currently, the tabFocus mode is always initialized as false and can only be set via the toggleTabFocusMode action.

monaco.editor.create(document.getElementById('container'), {
	value: "function hello() {\n\talert('Hello world!');\n}",
	language: 'javascript',
        tabFocusMode: true,

Additionally, the TabFocus mode state is currently a singleton, which means it will be shared between all monaco editors in the page. It would be nice if this mode could be configured separately per editor.

Start at the monaco.editor.create options and the toggleTabFocusMode action described in the issue, then compare them with VS Code's commonEditorConfig.ts reference. The change is complete when tabFocusMode can be set during editor creation and its state is independent for each Monaco editor; no test file is named in the issue.
