Description

### Describe the bug

After hibernation the expanders have wrongly pointing chevrons.

In the gif below I am only hovering over the chevrons with mouse, not clicking anything:

### Why is this important?

User might get confused about the state of the controls

### Steps to reproduce the bug

1. Open winui3 gallery
2. Go to Expander page
3. Go to S4 state (Hibernate the platform)
4. Wait couple seconds
5. Wake the platform
6. After wake the chevrons are going to be inverted until you hover over them

### Actual behavior

The chevrons are in a wrong state. To reset their state you need to hover over them with mouse.
It gets even more confusing if there are multiple expanders on the page

### Expected behavior

Chevrons should be in a correct state

Start in the WinUI 3 Gallery Expander page and reproduce the issue by hibernating and waking the platform. Compare the chevron state immediately after wake with its state after hovering, including multiple expanders. Done means every chevron reflects its expander state without requiring hover.
