Research direction
Start by reproducing the flash when using a stylus on the TabView plus sign to create a new TabViewItem in a Windows desktop application. Inspect the TabView plus-sign interaction and compare stylus input with other input methods. Done means creating a TabViewItem no longer makes the window flash.
