Crash occurs when Unpackaged type application in Windows Server 2019 Datacenter OS

### Describe the bug

Hi Team,

In `Windows Server 2019 Datacenter OS`, the application is crashed when the application is changed to "Unpackaged" type by using the Custom Control. You can also be able to replicate by using the below sample.

### Steps to reproduce the bug

1. Open the SimpleApp project.
2. Run the project in the mentioned OS.
3. Note, the application is crashed.

### Expected behavior

It should be run properly in any packaged type.

2. Note the exception is thrown.

Once we enabled the localization for button, the exception thrown.

Start with the SimpleApp project and CustomControl sample attached to the issue, running the unpackaged application on Windows Server 2019 Datacenter. Reproduce the crash first without and then with button localization enabled, recording the exception details. Done means the sample runs without crashing in the reported unpackaged configuration.
