Description

Given a PT_SYSTIME property with
Low Date Time: 0x9534E000, High: 0x64, it is shown as "12:00:00 1601-01-01" in the Value column or in the Property Editor dialog.
Low Date Time: 0x0, High: 0x0, it is also shown as "12:00:00 1601-01-01" in the Value column or in the Property Editor dialog.
