Description
## Problem statement
Azure MCP receives product telemetry, customer reports, support signals, and ecosystem feedback, but those inputs do not consistently produce measurable roadmap decisions. Without a governed feedback loop, the team can optimize for anecdote, raw tool count, or incomplete usage signals.
## Outcome
Azure MCP uses privacy-appropriate evidence to understand adoption, identify user friction and unmet scenarios, and turn validated findings into prioritized product, coverage, quality, or documentation work.
## In scope
- Define adoption, activation, retention, and successful-use measures
- Analyze privacy-approved usage and failure signals by supported client, host, mode, and scenario
- Combine telemetry with customer, contributor, partner, support, and research feedback
- Identify adoption blockers, unmet scenarios, discoverability gaps, and declining or unused capabilities
- Route validated findings to the correct initiative and verify whether changes improve outcomes
## Out of scope
- Collecting or exposing data outside approved privacy and governance boundaries
- Owning reliability remediation after a failure is routed to Quality
- Implementing service coverage, onboarding, packaging, or host changes
- Treating raw invocation volume as proof of customer value
## Routing rules
- Usage-analysis, customer-research, and feedback-system work may be focused child Epics.
- Findings become child issues of the initiative responsible for the intended outcome.
- Sensitive evidence remains in approved internal systems; public issues contain only sanitized conclusions and acceptance criteria.
## Success criteria
- [ ] Adoption and successful-use measures have documented definitions and owners
- [ ] Usage analysis respects approved privacy, access, retention, and reporting controls
- [ ] Customer and ecosystem feedback is combined with product evidence rather than tracked in isolation
- [ ] Validated findings produce prioritized, deduplicated work with clear ownership
- [ ] Outcome changes are measured after relevant work ships
