Implement telemetry dashboard for resource consumption metrics

Implement comprehensive test, telemetry collection and dashboard visualization for key resource consumption metrics azure mcp server

Potential Metrics to Capture (aspirational)
* Token usage per request/session
* Performance (response times, latency, throughput)
* CPU consumption
* Memory consumption

Create stress/load tests to exercise the Azure MCP server and validate metrics collection
