Description

OCR fallback does not trigger on image-based PDFs, even with enable_plugins=True, Tesseract and Poppler installed, and [all] extras used. pytesseract works manually but convert() returns empty text_content.

Research direction

Start at the PDF conversion entry point around convert() and reproduce the report with an image-based PDF and the stated OCR dependencies. Trace why the fallback produces empty text_content; done means the reported PDF yields OCR text when the fallback is enabled.
