Description
Currently there is no limit on the length of command titles. This can cause issues in Visual Studio since lightbulb commands are limited to 80 characters in length. It would be nice if the protocol had some character limit guidelines on command titles to hopefully prevent issues where the commands are cut off.

Research direction
Start by locating the protocol definition for command titles and review how title constraints are currently described. Compare the proposed guidance with Visual Studio's 80-character limit, then document an agreed recommendation in the protocol; done means the specification clearly states the guideline and its intended scope.
