### Description

In Full Screen launch mode, there isn't a visible Toolbar tab section to toggle between difference console applications or update Terminal app settings.

If you update the Launch settings to Full Screen view, when the application is re-opened, the tabs are not displayed and it's not possible to view the Settings screen via a menu.

To view the Settings in Full Screen launch mode, I had to use the `CTRL + ,` keys together.

### Proposed technical implementation details

1. The Windows Taskbar app icon > right click context menu-options should include a "Settings" option.

2. When hovering the top section above the first line of the console input in Full Screen launch mode, a modal Toolbar should display at the Top displaying tab options and the regular settings screen shortcut icon.

Currently it only displays the editor and hovering above the first line does not display the tabbed toolbar.
