Description

### Issue Description

Empty repo. Empty project. GPT 5.6 Sol. HVE-Core installed as Plugin (via latest recommendation).

Trying to kick off a new project, I type the following into the Chat Window:
> "Using HVE, I want to start a new project that's in the photogrammy space. Go."

This doesn't engage any of the HVE-Core prompts/agents/skills. Instead it jumps right into the standard agent flow.

Asking the Chat Windows why HVE-Core wasn't used:
> Why weren't the HVE prompts and tools around a BRD and PRD kicked off? Jumping into front end is a huge mistake.
> > You’re right. I treated “start a new project” as scaffolding authorization instead of invoking HVE’s discovery and requirements workflow.

### Additional Context

I expect a prompt that has HVE and/or "HVE Core" in it to properly choose the right prompt/skill/agent and kickoff a new project.
