Description
Is your feature request related to a problem? Please describe.
We have a feature proposal for an alignas attribute, and data alignment has also come up in the context of our ongoing work with HLSL and DXIL vectors.
We should track needing to have some longer-term plans around alignment of data in HLSL.

Research direction
Start by reading the alignas attribute proposal in PR 154 and the ongoing HLSL and DXIL vectors work in PR 361. Use those discussions to identify the alignment cases that need a shared design; done means documenting an agreed longer-term plan for HLSL data alignment.
