[Question] Running external processes in same network compartment as container

Description
Is there a public API available to launch new processes in the same networking compartment as the container? I assume I need to interact with HCN to start a process just like a container is started in a network compartment.
I am using containerd v1.4.0 along with hcshim v0.8.14 to create containers.
