Description
Long tests probably need to run as root, but others might not. Upstream's Linux builders seem to all run as root (except WSL), but we can try changing it.

Research direction
Start by examining the Linux builders and their test configuration, comparing them with the WSL builder. Identify which tests require root and verify that other Linux tests can run as a non-root user. Done means the eligible tests run successfully without root while tests that need root continue to work.
