Description

https://github.com/microsoft/go/issues/453 created major-version-specific links, like "latest 1.18". We might need to make more general links that always point to the newest released toolset, regardless of major version. For example, https://aka.ms/golang/release/latest/golatest.linux-amd64.tar.gz.
