Description
I think that we should have a bot that automatically submits a PR to update Go when there's a new release.
I'm not sure if there's a nice way to do this--what comes to mind is a bot that polls https://golang.org/dl/ periodically and scrapes data. I haven't looked very far for a better source of this data, though. We could also manually trigger the bot when we hear about a release on golang-announce if the polling's slow.
