Description

Add support for something like:

sqlcmd create mssql --env "MSSQL_AGENT_ENABLED=True" --env "NAME=var" -- T9398

This would ensure trace flag 9398 (and the two --env vars) are passed into ./sqlservr every time the container instance starts.

Research direction

Start by locating the sqlcmd create command and the code that starts the mssql container instance. Trace how startup arguments and environment variables are currently passed to ./sqlservr. Done means create accepts repeated --env values and trace flags such as T9398, and passes them on every container start.
