Description

We haven't yet implemented this switch:

-f codepage | i:codepage[,o:codepage] | o:codepage[,i:codepage]

The charmap package has a bunch of Windows code page decoders and encoders we could leverage to implement this switch.

Research direction

Start by reading the sqlcmd handling for command-line switches and the golang.org/x/text/encoding/charmap package referenced in the issue. Implement support for the documented -f input/output codepage forms and verify that the relevant Windows codepage encoders and decoders work for both directions.
