**User Experience**:
Users get disoriented when activating a control leads to unexpected navigation which is different from the expected behavior.

Note: User credentials should NOT be included in the bug.

**Actual Result:**
On activating 'View SDK Documentation' link, model card opens which is not expected functionality under 'Models' page.
Observation:
When the 'View SDK Documentation' link is activated with the mouse, it opens a new tab. When it is activated with the keyboard, the model card dialog opens on the same page, which is the same behavior as activating the entire card.

**Expected Result:**
On activating 'View SDK Documentation' link, it should open in a new tab as same as mouse functionality.

### To reproduce

1. Open the URL "https://www.foundrylocal.ai/" and login with valid credentials.
2. Foundry local homepage opens. Select 'Models' from header.
3. Navigate to 'View SDK Documentation' link inside the cards using keyboard.
4. Verify whether it opens in a new tab or not.
