Description

Description: Aggregate all "deferred" items from REL-01 through REL-06 into a single "Reliability follow-up backlog" doc. Per item: severity, scope estimate, recommended owner, link back to the original findings report. Becomes a handoff artifact for a future planning cycle.

Why it matters: Without this aggregation, deferred items become invisible. The closing backlog ensures the work isn't lost — it's just deferred with a written plan.
