Describe the feature that you would like added

My team (in Azure) is developing a Blazor web app using the Fluent UI Blazor components (https://github.com/microsoft/fluentui-blazor) which is backed by the Fluent UI Web Components. We'd like to apply Azure styling across the web app, but the Azure theme currently only exists for the React library (https://github.com/microsoft/fluentui/tree/master/packages/azure-themes). The theme seems to be tightly coupled with React components. We'd like to be able to reuse this theme in our web app which is backed by the Fluent Web Components.
