Description
**User story**
I would like to see if Microsoft could implement audit logging using the AuditEvent profiling in the newly published IHE Implementation Guide -- https://profiles.ihe.net/ITI/BALP/index.html
It would be nice to have a reference implementation that customers could enable. It would likely not be something that would be on-by-default.
**Acceptance criteria**
Ability to configure the FHIR-Server to produce conformant AuditEvent resources

Research direction
The issue names no implementation files, tests, or entry points. Start by reading the linked IHE BALP Implementation Guide and examining how the FHIR Server currently handles configuration and resource output. Done means the server can be configured to produce conformant AuditEvent resources, with the reference implementation and enablement behavior defined.
