Research direction
Reproduce the failure on Windows 10 with Ubuntu 18.04 under WSL using ethr -s -ui, then trace the TCP statistics path that reads /proc/net/snmp. Compare the behavior during bandwidth testing and determine what the expected result should be when that path is unavailable.
