Currently eBPF extension drivers have to ship an user mode tool to populate the eBPF store with program information. Instead, can extension developers publish manifest files that a central program info export program processes to populate the store on behalf of the extensions?

Research direction
Start with the discussion referenced from issue #3046, then review the proposal for manifest files and a central program-info export program. Done would be a maintainer-approved design for how extension developers publish manifests and how the central program processes them to populate the eBPF store.
