Description
### Describe the feature you'd like supported
On the latest Windows version, [winget](https://learn.microsoft.com/en-us/windows/package-manager/winget/install) comes preinstalled. Since it seems like you already have an installer, you should be able to pretty easy to add support to `winget` to install your installer. For instance, [here](https://github.com/microsoft/winget-pkgs/pull/87537) is a PR that I added to support the installer for `quicreach` which hosts its installer on a GitHub release, just like eBPF.
### Proposed solution
Example PR (for `quicreach`) to add `winget` support: https://github.com/microsoft/winget-pkgs/pull/87537

Research direction
Review the existing installer and GitHub release referenced in the issue, then compare the microsoft/winget-pkgs PR 87537 for quicreach. Done means eBPF has a winget package definition that installs its GitHub-hosted installer on Windows.
