Description
Ideally, we should be able to run the project locally without additional infra deployments.
This would require a local vector store and LLM. There are reasonable solutions for this, but until we develop a good supported pattern for local development that reasonably translates to Azure, we should allow for ARM deploy-to-Azure buttons on the github readme and/or implement azd up to setup the environment for a developer with more standard setup tooling.

Research direction
Start with the GitHub README and the current local-development and Azure setup flow. Compare the needs for a local vector store and LLM with the proposed ARM deploy-to-Azure buttons or azd up approach. Done means the project has a supported, documented setup pattern that works locally and translates reasonably to Azure.
