Description

Created work items do not always carry the required labels/tags.

Desired behavior

  • Every generated work item receives its required labels per the work-item-creation skill.
  • Missing labels are created or the item creation surfaces the gap.

Acceptance criteria

  • Label application is enforced consistently at creation time.
