Description
We need to get the peer at the other end of the connection through Demikernel, so this should never be called on the kernel for Demikernel sockets.

Research direction
The issue names the socket API and C bindings but no files or tests. Locate the existing socket API entry points and binding definitions first; done means exposing getpeername, retrieving the peer for Demikernel sockets, and ensuring it is not called on the kernel.
