Research direction

Start in protocols::tcp::active_open::new() and trace how connect handles a remote address already present in the ARP cache. Compare the existing path with the proposed inline fast path and identify how connect completion is currently determined. Done means the cached-ARP case follows the faster path without changing other connection behavior; the issue names no test or benchmark.
