In UDP, is currently packet oriented. That is, each slot in the receive queue is a UDP packet.
Expected Behavior
The receive queue should be byte oriented instead.

Start in src/protocols/udp/peer.rs at lines 309-333, where the receive queue behavior is described. Trace how UDP packets are inserted and consumed, then change the queue semantics so received data is byte oriented rather than one slot per packet; done means the receive queue no longer treats each UDP packet as a slot.
