Description

Currently if we have ARP turned off, the config code still requires the other ARP options be present.

How to Reproduce

Steps to reproduce the behavior:

  1. Remove the ARP table and all of the options
  2. See that Demikernel will not start

Expected Behavior

We should be able to remove all ARP options if ARP is turned off.
