Currently if we have ARP turned off, the config code still requires the other ARP options be present.
How to Reproduce
Steps to reproduce the behavior:
- Remove the ARP table and all of the options
- See that Demikernel will not start
Expected Behavior
We should be able to remove all ARP options if ARP is turned off.
