Description

Context

Currently our CI script does not parse the config file until running system tests, so we have to wait until compile is complete before we get formatting errors.

Proposed Solution

Parse the config file at the beginning of the run.

Research direction

Start in demikernel_ci.py and trace where the YAML config is currently parsed relative to compilation and system tests. Ensure parsing happens at the beginning of the run, then run the CI script or relevant system-test command and confirm configuration errors appear before compilation.
