anytime copilot fails to connect to a mcp (database disconnected .e.g), the config in eclipse preference is gone.

Steps to reproduce
  1. create a mcp like postgres database
  2. start connect from copilot
  3. make sure the mcp work.
  4. turnoff postgres.
  5. restart eclipse.

the mcp servers config should be saved in workspace scope.

Actual behavior

mcp server config is gone.
