anytime copilot fails to connect to a mcp (database disconnected .e.g), the config in eclipse preference is gone.
Steps to reproduce
- create a mcp like postgres database
- start connect from copilot
- make sure the mcp work.
- turnoff postgres.
- restart eclipse.

the mcp servers config should be saved in workspace scope.

mcp server config is gone.
