Description
Environment
- OS: irrelevant
- Eclipse Version: irrelevant
- Plugin Version: 0.20.0.202607290210_nightly (but is present in all existing versions)
Describe the bug
The legal and license information is not properly provided for Copilot feature and all Copilot plugins.
Expected
In Eclipse, go to Help -> About -> Installation Details.
- Under "Features" tab, type "Copilot" in the filter text and click on the "License" button. Instead of showing the license text, a plugin directory listing is shown.
- Under "Plugins" tab, type "Copilot" in the filter text and observe that on all Copilot plugins the "Legal info" (which usually provides Copiright and license information) is disabled and doesn't provide any information.

Research direction
Start in Eclipse's Help > About > Installation Details and reproduce the issue by filtering for Copilot under both Features and Plugins. Inspect how the Copilot feature and plugins expose their license and legal information, then verify that the License and Legal info controls display the expected information instead of a directory listing or disabled state.
