Eclipse logs contain an error soon after startup

Steps to reproduce the behavior:

1. Start Eclipse
2. Check logs
3. See error

Expected behavior
No errors during Eclipse boot

Reproduce the issue by starting Eclipse on Windows 10 and checking the startup logs. Trace the allowlist validation from the reported "Invalid allowlist format" error and determine why registry entries are missing required fields; done means Eclipse starts without this error.
