install-devtool.sh encounters interactive auth flow blocking postCreateCommand flow

I have been having intermittent issues with the DevTools postCreateCommand install script (install-devtool.sh)

It sometimes works without issue bot there times it blocks the postCreateCommand flow by requesting interactive auth:

Begin with install-devtool.sh and reproduce the intermittent postCreateCommand installation using the shown devtool:1 feature and logs. Trace the “Waiting for AzDO Authentication Helper” and installer steps; done means installation completes without an interactive authentication prompt blocking postCreateCommand.
